Deborah Phillips – Managing Director
During her 28 year career as a nurse, Deborah identified a need for a safe and professional service for the transportation of patients detained under the Mental Health Act (1983). Deborah founded Rapid & Secure in 2004 and after extensive market research and consultation with the Home Office Mental Health Unit and Mental Health Trusts across the country, developed a unique nurse led service dedicated to the movement of medical patients with antisocial behaviour and mental health patients.

Deborah is also a trained in flight nurse and her specialist experiences ranges across a wide spectrum, including Intensive Care, Coronary Care, A&E and Renal Dialysis and working within Her Majesty’s Prison Service. She is also the Managing Director and owner of Knightwood Care Ltd, running a Mental Health Nursing / Rehabilitation Home and Managing Director of Debonair Nursing Services, a nursing agency founded in 2004.

Jason Hixson – Operations Manager
Following a successful career in the forces, Jason has extensive operational and management experience. A 12 year career in the private prison/criminal justice sector saw Jason work his way
up through the ranks from Custody Officer to Operations Controller and Operations Supervisor, before being promoted to Control Centre Manager in 2003, where he was responsible for leading a team of controllers and supervisors to plan and coordinate the movement of 224 custodial vehicles and 1100 operational employees.
Tim Mail – Office Manager
Tim spent 22 years serving in the Royal Navy, during which time he gained extensive management experience across many fields. Upon leaving the Navy, Tim spent 3 years working
in nurse placement and recruitment within an agency environment, before moving on to work for the NHS as a Shift Supervisor within Nurse Placement.
Rachel Hixson – Child & Adolescent Services Manager
Following a 15 year career as a Personal Assistant mainly within the custodial sector, Rachel became involved in the operational aspect of custodial transport for young people in 2004,
working alongside the Youth Justice Board to arrange the safe and secure movement of
detained juveniles across the country. Rachel is also involved with the South Gloucestershire
Youth Offending Team as a Panel Member, providing advice and support to young people in the
Criminal Justice system.
